FG, HP Sign N4bn Information Systems Contract

THE federal government last week signed a multimillion dollar contract with Hewlett Packard (HP) Nigeria Limited for the establishment of Government Integrated Financial and Management Information System (Gifmis). The contract valued at over $29 million (about N4.3 billion) is aimed at boosting the implementation of national budgets.
Mr Abiodun Ogunsanya , Ag. Accountant General of the Federation (AGF) and chairman of the Gifmis steering committee, said in Abuja that the system would achieve effective public financial management within the Federal Government of Nigeria. Ogunsanya noted that a carefully planned budget would address the critical public financial management weaknesses which hamper effective budget formulation and implementation.
Such weaknesses, according to him, include failure to enact the budget before the start of the financial year, unrealistic forecasts of cash availability, lack of effective cash management, multiple bank accounts within treasury and Ministries Departments and Agencies (MDAs). He further noted these weaknesses, when combined with the lack of cash forecasting, often lead to inefficient and unplanned borrowing.
While admitting that Gifmis will not completely eradicate all the problems, he expressed confidence that the project which would be executed in phases and facilitates change. Ogunsanya stated that the project would begin with the Office of the Accountant General of the Federation and Budget Office of the Federation as well as Office of the Secretary to the Government of the Federation, Office of the Head of Civil Service of the Federation, State House, Federal Ministries of Agriculture and Water Resource, Health and Works. Others are Federal Pay Offices in Kano, Maiduguri, Enugu, Lagos, Kaduna and Port Harcourt.
He also stated that the implementation of the project would later be replicated in other MDAs with the intention of ensuring that the information required by the federal government is generated from Gifmis. He stated that as a turnkey project, HP will supply, install, integrate, test and commission Gifmis application software, connectivity, associated hardware and related support services.
BusinessWorld Intelligence can disclose that the project involves supplying and installation of data centre infrastructure including power infrastructure servers for both the primary data centre and a disaster recovery centre; supply of end-user computing hardware including 1,500 workstations, 1,500 UPS and related accessories, supply and installation of connectivity infrastructure including fibre optic lines and radio communication equipment to ensure connectivity between the Office of the Accountant General of the Federation, Budget Office of the Federation, Central Bank of Nigeria and all MDAs under the Federal Government of Nigeria.
